Alfred von Tirpitz (1849-1930) German Admiral and Secretary of State of the German Imperial Navy Office. It was he who launched an ambitious shipbuilding program in the years prior to World War I that turned the German navy into a world-class force and alarmed the British. Two Autograph Letters Signed, in German, one on Nov. 13, 1899, 6¾x5½, and one on Jan. 7, 1912, 7x8¾ .Both Scharnhorst and Tirpitz were advocates of unrestricted submarine warfare.
